How can I find other people in my area that wish to go out and take photos?

You can create a cemetery event.  See:

I haven't tried this since I like to work alone, but it appears that it will email people in your area and invite them.

Another way to do this is to go to a few cemeteries in your area on the BG website that have had people take pictures already and generally if you find the same contributor name in a couple of them, they probably live in the area.  You can contact them through the "hand" by their names.  You might get a couple of people interested.
